have now been nominated and approved to represent the Public Works Department and the Harbour Department,
on the understanding that they cannot bind the Government without specific authority.
7. An organization has thus been brought into existence which can come into operation at a few hours notice should any situation develop making action desirable. It is proposed to let the
organisation remain in skeleton form until an
emer oncy arises though in the meantime it will be available to give advice on matters reg rding labour should such advice be required.
8. I enclose a copy of a letter dateä
5th November 1928 from the Hong Kong General Chamber of Commerce on this subject. It is regretted that no provision has so far been made for Chinese employers of labour to be represented ontherious Committecs but I ree with the view expressed in the letter
from the Chamber of Commerce that useful Chinese co-operation is unlikely to be obtained until some "pecific necessity for it arises.
